JAY WARREN BIXBY
Jay Bixby has more than three decades of diversified pension experience, serving members in both the private and public sectors. He is President of the National Conference on Public Employee Retirement Systems, and has been an active member of the NCPERS Executive Board since 1984. NCPERS represents more than five million employees and retirees from over 450 public retirement systems, with combined assets in excess of $800 billion.
For much of his professional career, Mr. Bixby has been the director/administrator, or has participated in the direction of retirement systems at various levels of government in the State of Maryland. Subsequent to his private sector achievements, he began his public service with the City of Baltimore Retirement Systems as Assistant Administrator and Administrator. He has served as Director of Budget Analysis for the State of Maryland, and was Retirement Administrator for the Park and Planning Commission Employees' Retirement System.
Currently, Mr. Bixby is Executive Committee Chairman for the Maryland State Retirement and Pension Systems. As a Trustee for the State Retirement Board, he serves on the investment committee for the $28 billion retirement fund, and chairs the auditing committee. He previously served on the Governor's Task Force on Social Security, was a staff advisor to the Joint Executive/Legislative Study Committee on the State Retirement Systems and was an appointed member of the Governor's Task Force on Problems of the Aging. In 1998, Mr. Bixby was appointed by U.S. Senate Majority Leader, Trent Lott, to serve on the 1998 National Summit on Retirement Income Savings, which has been an ongoing bipartisan effort.
In addition to his role as the NCPERS President, his trustee responsibilities and related appointments, Mr. Bixby is a national member and 1999 vice chair of the Public Pension Coordinating Council. The Council represents the mutual interests of NCPERS, the National Council on Teacher Retirement, the National Association of State Retirement Administrators and the Government Finance Officers' Association. W. Bixby is a 1947 graduate of Lincoln High School, Vincennes, Indiana. He holds a B.S. Degree in Business Administration from Butler University, with advanced studies in estate planning, group life and health insurance, and pension law.
Jay and his wife, Virginia Lindloff Bixby (also a 1947 LHS graduate), currently reside in Kensington, Maryland. In September of 1998, Mr. Bixby was honored as a distinguished alumnus by the Lincoln High School Academic Society.
