Horace (Doc) Schow II, a 1950 Lincoln graduate, has had back-to-back careers in two different positions. He served 20 years in the U.S. Army followed by more than 20 years as an attorney in Florida state government, currently specializing in the management of state government funds. At present he is general counsel for the State Board of Administration, State of Florida.

Mr Schow administers legal matters relative to the Florida State Board's management of assets invested to benefit a variety of state funds. In the spring of 2000 the aggregate market value of these assets was $132.3 billion, ranking the Florida program one of the world's largest fund management operations.

In the court of this work Mr Schow has presented cases before appellate and district courts and the Florida Supreme Court. He participated in a case before the U.S. Supreme Court.

In his military career Mr Schow saw foreign service in West Germany, France, Taiwan, South Korea and South Vietnam. Assignments included chief of the U.S. Army Research and Development Office at the U.S. Embassy in West Germany. He also was physicist-in-charge of the reactor at the Armed Forces Radiobiology Research Institute in Bethesda, Maryland. He was licensed as a senior reactor operator by the U.S. Atomic Energy Commission. He also was Airborne-qualified and Ranger-qualified. He retired from service in 1974 ad lieutenant colonel.

Mr Schow received a law degree from Florida State University, masters degrees in nuclear engineering and civil engineering from the Massachusetts Institute of Technology, and an engineering degree from the United States Military Academy. He attended Indiana University for one year before entering West Point.

He is a member of several bar associations and affiliated with numerous other professional, military,and civic organizations.

Born in Texas, Mr Schow was age 5 when his family relocated in Vincennes. He attended Vigo and Riley elementary schools and Clark Junior High School before entering Lincoln High School. In 1958 he married Hildegard Wagner in Tallahassee, Florida, and they have three children. Mary Schow, a CPA; Peter Schow, computer engineer and network specialist; and Alice Bowman, attorney. The Schows have four grandchildren.
